I dove at La Union (Coconut Grove). It was okay but hardly worth a trip to the Philippines for. I’ve heard that diving in Subic is quite excellent but haven’t been diving there yet.
The best Philippine places I’ve been diving are Puerto Galera and Mactan. While not in Luzon, Puerto Galera is not too far south.

It’s possible in san Fernando, La Union but I’ll have to question the people I know who have been there for this stuff. I’ll get back to you.
