Cozumel, Mexico. Absolutly gorgeous, tons of fish and reefs that are nat. parks. So much beauty we went right behind our hotel, right off the beach. You can take lessons there in the pools of the hotlels.
Personally I prefer Hawaii, because it has got excellent infrastructure, very excellent US instructors and most of the equipment divers like to see Mantas, sharks, turtles, etc. Also it has got a number of species really unique to Hawaii. But Cozumel is also fantastic + there is cave diving nearby. So its your choice.
